Subject: Concern About Disability Discrimination and Lack of Legal Help with E-Filing Assistance Dear Legal Aid and Civil Rights Offices, My name is Youssef Naamane, and I am writing with my seven-year-old son, Amir Naamane, to express our deep concern about how we have been treated while trying to get legal help and e-filing assistance in Cook County, Illinois. I live with a mental-health disability and receive Social Security Disability Insurance (SSID). Despite explaining my condition and my right to reasonable accommodation under the Americans with Disabilities Act (ADA), I was repeatedly refused meaningful help with my civil e-filing related to a serious assault incident that happened on March 30, 2024, at the Islamic Community Center of Des Plaines. I contacted multiple legal aid programs, civil rights organizations, and bar association referral services. Unfortunately, each one declined to assist — some citing my mental illness as a barrier. This felt like discrimination against my disability, directly contradicting the ADA’s guarantee of equal access to justice and public services. Because of this lack of help, I have been unable to properly complete my filings and move forward with my case, despite repeated efforts. The result is that my son and I continue to suffer from the consequences of what happened, without fair access to the courts or the legal system. We respectfully ask that your offices review this situation, ensure that people with disabilities are not turned away from e-filing or court-related support, and establish better protections for vulnerable individuals seeking justice. Thank you for your attention and for ensuring that equality and access to justice apply to everyone — including those of us living with disabilities.
